I can let that one slide THAT'S exactly what I'd like to know. we don't know where the building came from and checking it out we don't know what's actually in it. if we destroyed it, would it rebuild or would we find out what's actually in there? the problem is making sure there's nobody in the building while trying to destroy it. I'm not really into the idea of destroying people without a real reason

i doubt we'd be able to find out what's in there even if we DID reduce it to rubble
somehow even on the night of the blackout the doors wouldn't open and would zap you if you tried to force them
and there's something in there that makes the stairs turn into a slide if you try to climb them (and no i'm not making this shit up, i've got two people who can vouch for me)
but the point is that somehow even while the whole city was powerless, stuff like that still happened in the building. i'm willing to bet even if you destroyed it the rooms would somehow still be standing and locked
I'm not gonna ask what you were doing there when the blackout was going on, but that sounds more like they have their own generator or another powersource somewhere. maybe underground or something. but that shouldn't make the stairs change
